1. INTRODUCTION
Somaliland has completed nearly a three decades of state-building since the proclamation of the Somaliland Republic in Burao on 18 may 1991. It has also to its credit 16th years of democracy practices since the adoption the national constitution on 31/May/2001.The Republic of Somaliland reclaimed its independence from the rest of Somalia on May 1991. The reassertion of Somaliland sovereignty followed a bloody civil war in the mid-eighties and early nineties of the last century. Constitutionally, the Republic of Somaliland is a democratic country with a multi-party system. The current national political parties of Somaliland are KULMIYE, UCID and WADANI with KULMIYE being the ruling party since 2010 presidential elections. The administrative structure of the state consists of three branches: the judiciary, legislative (the House of Elders and the House of Representatives), and the executive (the President and his chosen Council of Ministers). Currently, there are three women in the cabinet. There are also other women holding key positions in the government like the Director of Somaliland National Human Rights Commission and the head of humanitarian affairs of the office of the president. Through decades of conflict, Somaliland women have contributed immensely to maintaining daily life and keeping local communities functioning.
However, they continue to face a great number of challenges in their daily lives and in accessing justice and other basic rights. Women’s participation in the political sphere is limited. The Parliament recently removed discussion on 25% quota for women from its agenda. However, the newly elected President, in his campaigning duration, has reaffirmed his commitment towards the quota and urged the parliament to have it approved by any means, therefore, the CAUCAS along with its partner including the national women’s umbrella association in Somaliland (NAGAAD) and SOYADAVO, have held several lopping sessions with various group of MPs to discuss women’s right to political participation and have reaffirmed their commitment to continuing to advocate for adoption of the quota through the legislation. On the basis of the above-mentioned efforts towards determining the women participation in politics

2. ACTIVITIES PLANNED FOR THE PERIOD

-The activities planned for Legal Adviser were to,
1. To conduct a Meeting among CAUCAS Members and Lawyers to discuss the implementation procedure of quota through the legislation
2. to conduct a Meeting with Clerks to Get Support for The Women and Minority Quota
3. to conduct a Meeting with Women and Minority in parties

3. ACHIEVEMENTS

 

ACTIVITY 1
The CAUCAS had committed to continue its effort towards implementing the quota process for women and minority through the legislation, they continue to lobby and advocate the political representation of women and minorities for upcoming House of Representatives and Local Councils’ Elections.
The CAUCAS have been conducted a lobby and advocacy meetings among its members and lawyers that have been drafted the procedures of quota implementation process through the legislations in order to convince the house of representatives the political participation of women and minorities through the implementation of quota, since both faces a great number of challenges in elections process.
The lawyers presented that the Women’s participation in the political sphere is limited and the legal basis of the quota in accordance with constitution, also the CAUCAS highlighted the importance of codified electoral code adopted by the cabinet and submitted to the house of representatives that recently included its agenda to implement the political participation of women and minorities for upcoming House of Representatives and Local Councils’ Elections.
finally, the CAUCAS MPs agreed to strongly support and vote for codified electoral code.

 

ACTIVITY 2
The CAUCAS have conducted a meeting with women and minority candidate to discuss the procedures of the quota process for women and minority through the legislation.
The legal adviser of the CAUCAS which also the Legal Adviser of House of Representatives, presented the procedures of the quota process for women and minority through the legislation while the other CUCAS members have been furtherly explained the article by article.

ACTIVITY 3
The CAUCAS also met with several prominent Islamic clerks to discuss the quota basis from their Islamic point of view, after long lasting debates and discussions, the CAUCAS clerks have been requested the clerks to highlight the quota when it comes a participation and representative role for the upcoming house of representatives and local council’s elections.

 

1. CHALLENGES/CONSTRAINTS

Following points summarize the main constraints and/or challenges the CAUCAS encountered during the advocacy meetings

A, the conducting period was very short
B. during the conducting the meetings we met some delays from the participants.

2. CONCLUSIONS:

Overall, the CAUCAS has achieved the expected results. The CAUCAS has performed the planned activities, everything went smooth for the assignment and that there have been any smoothly in the way. In fact, all the issues discussed under the “constraints and challenges” section of this report have slowed down the proper implementation of coordination activities. In addition, there are always lessons to be learned and a room for improvement. Consequently, this report presents the following suggestions and recommendations as the way forward.

3. RECOMMENDATIONS:

-To ensure the proper implementation of the quota, the assignment/activities shall be extended

-to develop and draft the procedures of the quota implementation

-To make great collaboration with all stakeholders who can extremely support the quota implementation.
